Roast beef with Shallots and Potatoes

We got a round rump roast on sale at Kroger's, and tried to do it according to New Joy's directions for a slow-roasted round.

But Barbara got distracted and let the initial high-temp roast go for 20 minutes instead of the canonical ten.  She did all the rest they way it was supposed to go, and roasted some Yukon gold sections and some shallots in the beef drippings on the tray.  
But in the end, the roast turned out to be tough.  So the beginnings really did determine the end.
